You can't produce a Dutch 'W' standalone because just as Ron said: it's
voiceless. (The website Hanne reffered to, is indeed wrong, in this case.)
Je kunt de Nederlandse 'W' eigenlijk niet als alleenstaand uitspreken. Bij
het opnoemen van het alfabet plaatsen we er gewoonlijk een 'e' achter, dus:
weee. (The long e-sound sounds in English like the 'a' in f.i. whale or
fame.)

Yes, there is an important difference.
Aan het begin van een woord (word-initial) - en ook midden in een woord -
raken de ondertanden licht de binnenzijde van bovenlip maar er stroomt geen
lucht, dus geen geluid. Bij een 'F' en een 'V' stroomt er wel lucht, dus wel
geluid. Bij de 'W' aan het einde van een woord (word-final) eindigt de
mondstand vrijwel gelijk zoals in het Engels: swollow (zwaluw).
