Kosnojazychije has two meanings:
1. In Ozhegov dictionary it is written that it is wrong pronounciation,
defect of speech.
2. Most people will call it: disability to speak correctly in terms of
grammar and literary style.
I usually say that it is close to_shepeljavost'_
which is a defect of the tong which does not allow to pronounce such
sounds as "s" "sch" "ts" and others (for russian language).
