Language difficulty categories

Greetings.
Can anyone point me to the State Department's (Foreign Service Institute's
?) ranking of languages according to complexity/time required to reach
various competency levels? (either WWW or print source)  I've searched
through a series of books and sites and haven't come up with it
yet.  Thanks in advance for your suggestions,
