My Scandinavian two {ø|ö}re(s) worth:

In the early 1960s, Norwegian artist Kjartan Slettemark displayed a
painting/collage showing a half-melted plastic doll surrounded by a pair
of red lips, entitled "From a report from Vietnam: children are flushed
with burning napalm. Their skin is scorched, and they die" in a
painting-of-the-month display on the steps of the Parliament building in
Oslo. It was attacked and damaged by a man wielding an axe. The artist
subsequently emigrated to Sweden and became a Swedish citizen.

In 2004, the Israeli ambassador to Sweden vandalised an art exhibit
featuring a work displaying the picture of a Palestinian suicide bomber.
His actions were praised by Israeli Prime Minister Ariel Sharon.

For both cases, googling names/keywords will find you more information.
