issues of the disabled in Russia

Dear Colleagues:
     I am sending this query to assist an Honors thesis student. Do any of you
have contact information for organizations or individuals working in Russia on
issues of the disabled, or, more generally, on humman rights issues involving
the disabled?
A second more specific query: does anyone know of any legislation (even if
insufficuent) concerning the disabled?
     Any help or suggestions will be greatly appreciated. Please respond to me
