Mr. Dumanis,

The correct spelling in Ukrainian is  СОЛОВЙОВ.  In other words, there  
is a Й where you propose a Ь.

Therefore, according to the LC system it will be rendered as Soloviov.

According to the International Standard it will be rendered Solovjov.

I am not acquainted with the system of the State department.  But I  
will assume that it would render
СОЛОВЙОВ  as  Solovyov.
