Blowfish?

In the book "Actual Innocence," by Barry Scheck et. al., a prosecutor who
wants to execute a man he knows is probably innocent is quoted as saying
"He's just blowfish" to explain why the man ought to be executed anyway.
The events occur in Oklahoma.

Blowfish are thrown away when caught: trash.  Has anyone else ever
encountered this usage?  There's no entry in RHHDAS.
