Dead Before Arrival (DBA)

My son Ted spent 2 years in Kyrgystan as a Peace Corp volunteer, teaching English in Russian to Kyrgies.  Given the economic and social troubles in Central Asia, I
imagine the $441 includes the cost of bribes.  Money well contributed to a struggling part of the world or a tourist tax, probably.
