Barry, and others following this thread, it is worth noting that
journalists work under incredible pressure and time constraints which
are anathema to "thorough" research.  The Dictionary Companion was the
first such source to report _collateral damage_ (Vol. 6.3, c. 1991) in
the sense "injury of civilians or damage to civilian property."  BDC
(Vol. 12.3, c. 2000) reported a semantic extension in medicine and
surgery and another in "general non-medical and non-military
constexts."  If Safire and his assistants don't have time or an
inclination to delve deeply into the research that scholars would
expect then perhaps it's just because they aren't scholars.  Remember
that news readers on TV are members of the entertainment union.
