Changing (?) meaning of "Palestinian"

>From what I can tell, the term "Palestinian" today refers to "an Arab
refugee with origins in the former British mandate of Palestine," but I have
often read that until some point (1948, 1964, 1967?), "Palestinian" referred
to anyone who had been born in the British mandate, regardless of his/her
ethnic or religious background.
Have any of you come across examples that illustrate the shift in meaning of
this word? Are you aware of what events marked such a change?
