Booya & a glance at "agenda"

The term "booya" is completely unfamiliar to me, but it strongly suggests a
connection with bouillon.

Scalia's use  -- and often others' also -- carries with it the notion of
the thin end of the wedge (or the camel's nose that was discussed here
recently): that, being part of a program or schedule, it would inevitably
lead to other (even more outrageous) things.
