"Shelling out" is also out of place. It strongly connotes paying unwillingly or too much.

Tht would be my diagnosis--a simple typo, with the "not" missing
before "shelling out". (Or, perhaps, such a negation was in the
original and was then zapped by a copy-editor who objected to the
split infinitive in "to not shelling out...")
