I've seen this in WWII novels - in print no later than mid fifties.

officials were =E2=80=9CBushies=E2=80=9D; government was in fact spelled=20=
=E2=80=9Cguvment=E2=80=9D; business was =E2=80=9C

quite mad indeed.
