Y2K7 & "Spring forward, fall back"

Y2K7 is new...I re-checked and haven't found anything before 1957 for
"spring forward, fall back." Walter WInchell gave credit to the Los Angeles

Year 2007 problem also known as Y2K7 is an error  caused by a _US-mandated_

Saving  Time_ (http://en.wikipedia.org/wiki/Daylight_Saving_Time) , which
could have widespread repercussions in the computer industry.  Starting in 2007,
Daylight Saving Time in many jurisdictions of the _United  States_
(http://en.wikipedia.org/wiki/United_States)  and _Canada_
(http://en.wikipedia.org/wiki/Canada)  will begin earlier and run  later than in previous years; it will
start on the second Sunday in March and  end on the first Sunday in November.
