Perhaps an antedating:

Cobbett's political register. v.77, 28th July, 1832, col. 248, in "Tithe War"

Dublin, July 7th....
The labourers are determined not to work for any man who opposes the rights
to which they are entitled as British subjects. Lord Cloucurry is actually _flummoxed._
The people refuse to work for him.
