There are many hits for "planters, sawyers and snags",
Here's one from 1839 in the context of the Mississippi:
https://books.google.com/books?id=w8oBAAAAYAAJ&lpg=PA187&ots=pj0qqMD94U&dq=%22planters%2C%20sawyers%20and%20snags%22&pg=PA187#v=onepage&q=%22planters,%20sawyers%20and%20snags%22&f=false
Henry Clay used the phrase in the context of the Mississippi in 1825:
https://books.google.com/books?id=3bceBgAAQBAJ&lpg=PA716&dq=%22planters%2C%20sawyers%20and%20snags%22&pg=PA716#v=onepage&q=%22planters,%20sawyers%20and%20snags%22&f=false

Thanks! Could well be an enshrined typo. There are over 400 hits for
"planers, sawyers, and snags on the Mississippi" (in quotes for exact hits),
and zero for "planters, sawyers, and snags on the Mississippi", but all the
former could have come from one typoed source, maybe in the 1824 Act itself.
And "planters" certainly seems to fit the bill, with "sawyers" being trees
actually growing on the riverbed.
Thanks again,

Suspect it should be "planters." OED def 9 for "planter" is: "U.S. regional
(chiefly Mississippi Valley and Ohio Valley). A snag formed by a tree trunk
embedded in a more or less erect position in a river." Was a typo enshrined
somewhere along the way?
