Rev. Paul Gard & Charles Buchanan: Who were they?

In the 'Chief Authorities' acknowledgment at the front of George Shaw's 
1909 Jargon dictionary, he lists manuscripts by a Rev. Paul Gard and by 
someone at the Haskell Institute [vocational / boarding school for Native 
kids] named Charles Buchanan.  

I haven't been able to learn much about these two people, and am curious 
to know where they learned their Jargon.  

Pilling's 1893 bibliography doesn't have either listed.
