Here I will have to disagree -- the other way (currenly used by EMNLP)
is to enable the authors to respond to the review before the verdict
is drawn.

As for the issue at hand, I haven't reviewed very many papers yet, but
rather agree with Adam. After all, in theory, theory and practice are
the same; in practice, they are different :)
