This would work in the US too. There are several strong doctoral programs in which one could carve out a niche in LPP by working with a supervisor who specializes in this area (even when the PhD program has a broader focus). Here are a few off the top of my head in alpha order, with names of programs and some people who specialize in LPP:
Arizona State University; Applied Linguistics (they have a specialization in LPP; Teresa McCarty, Terrence Wily, etc.):

(As a side note, I did my PhD in educational linguistics at Penn with a focus on LPP in Sweden. Penn has a strong tradition of work in LPP...including, of course, this listserv hosted at Penn and managed by Hal Schiffman).

(We also have another department at UT San Antonio with a focus on educational policy for those who wish to bridge that with LPP)
There are others I am leaving off, I'm sure. Canada has several strong PhD programs too, where one could do work in LPP (e.g., OISE). Maybe a list of LPP-friendly PhD programs around the world would be useful resource for the CLPP website.

If you can, you could try to do a doctoral degree in a country where there aren't programs as in the US, but where there are staff with an interest in supervising doctoral degrees in LPP (this would be true in UK, Singapore, Australia, Malaysia and, I believe, many other Commonwealth countries).

I would have loved an opportunity to continue my graduate studies in LPP. I was the only students in our Doctoral program that showed any interest in LLP at SUNY. There were no courses available to take, as such, I stopped and I now would continue in a heart beat if I find another university with LLP Doctoral program. Thanks for discussing this topic.
