[lg policy] spoken English skills in Kenya

All:

I recently visited Kenya. I was impressed with the  good communicative
skills in spoken English across the social spectrum. They must be doing
something right in teaching English as a second language in schools.It must
be more than the standard answer that English is the medium of instruction.
This achievement is not found in the students of many English medium
schools in India. I would like to know of any comprehensive publication on
the teaching of English in Kenya.
