Expletive negation is also found in Mandarin, but it has been argued by Shen Jiaxuan to be due originally to a slip of the tongue phenomenon, a merging of a form meaning “when it had not” and “before it had” into “before it had not”, as in the following:
在新的规范没有公布时/在新的规范公布之前→在新的规范没有公布之前

zài xīn de guīfàn méiyǒu gōngbù zhīqián
LOC new ASSOC standard not.yet announce before
‘before the new standard has not been announced’ = ‘before the new standard has been announced'

In Eastern Europe and in Indo-Aryan, this seems to be a parallel rather recent development (i.e. not going back to Indo-European). An interesting question is how the possible areal relationship between modern Indo-Aryan and Indo-sphere Sino-Tibetan looks like: “as long as not” for ‘until’ is very common in some Sino-Tibetan languages. I think it is an interesting question as to what extent this may be due to contact with modern Indo-Aryan languages.
