No, it's not in the Diary either. Yet there are many people who quote  
the phrase as Sasha did:

Женщины за колючей проволокой - это

I suspect that it's a summary, just like "Аннушка уже  
разлила / пролила масло" — a phrase that does not  
appear in exactly that way in the text.
